Elects New Board Members

MOUNTAIN COUNTIES, Calif. (APRIL 26, 2022) – The Mountain Counties Water Resources Association (MCWRA) has announced electing El Dorado County Supervisor Lori Parlin and El Dorado Irrigation District Director Lori Anzini to its Board of Directors.  These elections bring the nine-member Board of Directors to full capacity.  The positions take effect immediately, and run through 2025.

“We are excited to welcome Supervisor Parlin and Director Anzini to the Mountain Counties Water Resources Association Board of Directors,” said Mike Lee, MCWRA President.  “Their individual backgrounds and collective experience will be of immense benefit to the MCWRA membership and region!”

The MCWRA Board consists of six elected Water Board members and three County Supervisors.  Directors represent the membership-at-large in a regional capacity, not a specific entity.

Lori Parlin, El Dorado County Supervisor
Lori Parlin was elected to the El Dorado County Board of Supervisors in 2018. Supervisor Parlin holds a Bachelor of Science degree in Business Administration, with a concentration in Management Information Systems, from California State University, Sacramento.  In addition to collaborating with and empowering community groups, Supervisor Parlin participates in commissions and committees that lead efforts among rural counties to improve forest health, fire resiliency, broadband, and tourism impacts.

Lori Anzini, El Dorado Irrigation District Director
Lori Anzini is currently serving as a board member of the El Dorado Irrigation District, Division 4.  Director Anzini is a retiree of East Bay Municipal Utility District (EBMUD), where she gained in-depth knowledge of how a large water delivery system works.  EBMUD services over 1.3 million people in the East Bay of San Francisco.  Director Anzini also comes to this board with a broad experience of School Board and City Council experience from the City of Pittsburg, California, where she held the post of Mayor.

Adopts Updated Water Policy Principles

MOUNTAIN COUNTIES, Calif. (April 25, 2022) – Earlier this month, the Mountain Counties Water Resources Association (MCWRA) Board of Directors adopted updated Water Policy Principles (Principles).  The Principles outline the priorities and policy positions of the association, and provide parameters that allow for the Legislative Committee and Executive Director to engage in advocacy efforts on behalf of the association and its members.

The health of Sierra Nevada’s watershed and water resources are of value and of critical importance to all Californians.  MCWRA is committed to working to advance the following on priorities on behalf of MCWRA Members:

  • Protection of Water Rights and Preservation of Regional Water Supplies
  • Increased Investment in California’s Headwaters
  • Science-Based Forest Management Plans and Actions
  • Increased Statewide Collaboration Regarding Water Resources
  • Additional Water Storage Capacity
  • Educating Target Audiences on Statewide Need of Protecting California’s Headwaters

The Principles were originally adopted in January 2010.  Early this year, the MCWRA Legislative Committee (Committee) initiated the process of updating the document to reflect current priorities and policy positions.  In addition, the Committee reformatted the document itself, highlighting the statewide benefits of healthy headwaters, and outlining the key priorities listed above.

MCWRA understands that addressing the state’s water needs will take a united effort, and the mountain counties region recognizes the District’s commitment to relieving the strain on existing water resources in the North State and mountain counties regions.

MCWRA Board of Director Elections; Call for Additional Nominations

On behalf of the MCWRA Governance Committee, there is a call from its executive membership representatives for additional nominations for the MCWRA Board of Director 2022 – 2025 term.

MCWRA has extended the nomination process through close of business on Monday, April 4, 2022.

MCWRA is seeking to elect two (2) Board Directors from its Executive Membership; one elected Water Board Director and one elected County Supervisor, in that capacity. The two Directors with vacant seats include:

  1. Neil Cochran, Director, Foresthill Public Utility District
  2. Brian Oneto, Supervisor, County of Amador

Nomination Process
The Governance Committee shall, through the Secretary, solicit for qualified, interested candidates from its Executive Membership (Chief Executives). Solicitation for additional candidates is now open and will remain open until close of business, Monday, April 4, 2022.

Each executive member representative (general manager/CAO) has been solicited for additional nominees.  You may submit candidate name/s for consideration for nomination by the MCWRA Governance Committee by completing the Candidate Interest Statement (page 3) and returning an emailed/scanned copy to Director Barbara Balen, Secretary, MCWRA no later than close of business on Monday, April 4, 2022.

MOUNTAIN COUNTIES, Calif. (DECEMBER 7, 2021) – The Mountain Counties Water Resources Association (MCWRA) is proud to announce that Utica Water and Power Authority has joined its Executive Membership.  MCWRA Executive Membership is reserved for Water/Power Agencies and Counties.

Utica Water and Power Authority is a non-profit, Joint Powers Authority formed in 1996 as a partnership between the City of Angels Camp and the Union Public Utilities District.  A staff of 10 operate a 27-mile-long water conveyance system consisting of Gold-Rush-era earthen ditches, wooden flumes, and five reservoirs to move water from Avery to Angels Camp, serving the residential, commercial and agricultural needs of more than 10,000 people.  Utica also operates two hydroelectric power plants.
