Congress approves massive water-projects bill

WASHINGTON (AP) — Congress has approved a sprawling bill to improve the nation’s ports, dams and harbors, protect against floods, restore shorelines and support other water-related projects.

If signed by President Donald Trump, America’s Water Infrastructure Act of 2018 would authorize more than $6 billion in spending over 10 years for projects nationwide, including one to stem coastal erosion in Galveston, Texas, and restore wetlands damaged by Hurricane Harvey last year.

The bill also would help improve harbors in Seattle; Savannah, Georgia; and San Juan, Puerto Rico, and extend a federal program to improve drinking water quality in Flint, Michigan and other cities.

Reduced Sierra Nevada snowmelt runoff to threaten California agriculture

An estimated three-quarters of the water used by farms, ranches and dairies in California originates as snow in the Sierra Nevada mountain range, but the future viability of that resource is projected to be at heightened risk due to global climate change.

In a study published today in Proceedings of the National Academy of Sciences, University of California, Irvine researchers argue that a 1.0 degree Celsius increase in the global average winter  will lead to a 20 percent jump in the likelihood of below-average snow accumulation in the high country, resulting in lower spring runoff.  In this article, the authors describe how snow water equivalent, an important measure of water availability, and the elevation of the snowpack respond to different levels of warming.

Reimbursement for State Mandates Denied Because Proposition 218 Does Not Affect Local Governments’ Fee-Levying Authority

The Third District Court of Appeal issued a decision this week holding that Proposition 218 does not affect the authority of local governments to impose fees or charges to recover the costs of state mandates.  Paradise Irrigation Dist. v. Comm’n on State Mandates (Oct. 1, 2018, C081929) __Cal.App.5th__ [2018 Cal. App. Lexis 894].  The court also held that local governments’ fee authority is not controlled by whether they have tried and failed to impose fees.  Even if a local government unsuccessfully attempts to impose a fee to cover a state mandated cost, it will not be entitled to reimbursement.  As a result, local governments may find themselves in a position where they could be unable to pay for new requirements imposed by the state.

FUNDING OPPORTUNITY: Release of 2018 Prop 1 – IRWM Implementation Grant Draft Solicitation Docs for Public Comment

From the Department of Water Resources, Division of Integrated Regional Water Management:

On October 5, 2018 DWR released the 2018 Proposition 1 – Round 1 IRWM Implementation Grant Draft Proposal Solicitation Package and Draft Guidelines for public review. DWR is proposing that approximately $194 million be made available for implementation projects with approximately $18 million designated for projects that provide benefits to Disadvantaged Communities. DWR encourages public comment on the draft solicitation package documents found below. DWR will close the public comment period Tuesday, November 20, 2018 at 5pm.

Proposition 3, the “Water Supply and Water Quality Act of 2018,” is a water bond initiative that will appear on the November 2018 statewide California ballot.  Proposition 3 would invest 8.877 billion dollars funding projects to enhance water supply and water quality, watershed restoration, fish & wildlife habitat, water infrastructure, groundwater sustainability, and storage.  That all sounds good, doesn’t it?  But this is California, and some say, “Not another water bond!” Some may believe that it is just another means for state politicians to get their hands on more money for the general fund to squander away on programs other than water.  “Send the money to Sacramento, never to return,” comes to mind here in the Mountain Counties region.

CAL FIRE will be holding five workshops on the 2018-2019 Forest Health Grant Program funded by the California Climate Investments (CCI) initiative. Each workshop will cover Forest Health funding opportunities for the following project activities:
• Reforestation
• Fuel reduction and prescribed fire
• Pest management
• Biomass utilization
• Conservation easements through the Forest Legacy Program
• Research
The workshops will not address CCI funding opportunities for Fire Prevention or Urban and Community Forestry.
