Please RSVP today for the important IRWM Stakeholder Capacity-Building Workshop this Thursday, November 6, from 9 a.m. to 4 p.m. at the El Dorado Irrigation District in Placerville.  Please RSVP to Loi.Nguyen@water.ca.gov  with details provided below.

The Department of Water Resources (DWR)  is hosting this workshop in the mountain counties to provide assistance, tools, and resources to IRWM stakeholders, with a particular focus on the needs of tribes, disadvantaged communities, and local agencies; however, all IRWM stakeholders are welcome! The workshop will include short presentations and interactive discussions on IRWM success stories and lessons learned, resources for broadening IRWM engagement, and tools to support planning and project development.

The workshop will be broadcast live from the Stockton location and shown simultaneously in four regional viewing hubs located in Placerville,  Redding, Clovis, and Los Angeles (addresses below). We encourage IRWM stakeholders to attend the workshop.

PCWA’s David Breninger Announces Retirement

MCWRA would like to acknowledge the retirement of Dave Breninger, a leader of leaders in the water industry.  Dave’s strong business sense, work ethic, uncanny intuition, and unwavering determination to build collaborative relationships and to protect his agencies interests can set the standard for success.

AUBURN — David A. Breninger, longtime general manager of the Placer County Water Agency, on Thursday (Oct. 30) announced his retirement to the PCWA Board of Directors.

Dave BreningerMy service to you and with our team has been profoundly rewarding,” said Breninger, who plans to retire Mar. 6.  “I’ve enjoyed every moment working for the board and with each director all these years.” Breninger is closing out a 23-year career with the water agency and nearly 48 years in public administration.

As the top executive of the countywide special district, Breninger has overseen management of water resources and hydroelectric energy production, as well as water utility service to wide areas of Placer County.  Under his leadership, PCWA has achieved significant advances including construction of the PCWA Business Center, the American River Pump Station, water treatment plants, federal relicensing of the Middle Fork American River Hydroelectric Project and development of a new agreement to sell the agency’s hydroelectric energy output to the Pacific Gas and Electric Company.

He has been at the helm of the agency through droughts, floods, fires on the watershed and the water shortage emergency that grew from the PG&E Bear River Canal break in 2011 and the drought this year.  He instituted the agency’s Financial Assistance Program that has aided local water purveyors across Placer County. 

Members of the PCWA Board of Directors offered congratulations and compliments to Breninger for his many years of service to the people of Placer County.

“It is a well-deserved retirement but Dave will truly be missed,” said PCWA Board Chairman Joshua Alpine and District 5 representative.  “Dave has remarkable leadership abilities.  He’s been able to bring people together, solve past challenges, and to see and identify future challenges.  He has built a solid foundation for the water agency and is leaving us a bright future.”

Fellow director Mike Lee, who represents District 3, said, “Dave’s primary strength has been his leadership and his ability to communicate with members of the board in ways that are sensitive to our individual visions of how the agency should be managed.  I was familiar with the agency before Dave was hired and I have seen its transformation under his leadership,” said Lee.

Former longtime director Ed Horton was on the board that selected Breninger for the agency’s top management job in 1992.  “Through Dave’s intuitiveness, sensitivity, and willingness to collaborate on matters related to water, energy, and stewardship, the agency is well positioned to continue to serve and protect the interests of the people of Placer County,” said Horton.

Breninger has earned many professional recognitions including the 2011 President’s Award of the National Water Resources Association and being named as 2003 Water Statesperson of The Year by the Regional Water Authority of Sacramento.  He holds a BA in political science and MA in Public Administration.  His career in public service began in 1967 as a college intern.  He went on to serve as assistant city manager in Petaluma, general manager of the East Yolo Community Services District, and assistant city manager in Santa Rosa.  He served for eight years as city administrator of Grass Valley before joining PCWA in January 1992.

As a part of a strategic planning session held following Breninger’s announcement, the Board of Directors defined certain characteristics and abilities they would like to see in a new general manager.  Their observations will be included into the agency’s recruitment for a successor.  The recruitment process is scheduled for discussion and action at the board’s next meeting.

Breninger and his wife, Linda, a retired middle school administrator, reside in Roseville where they are proud grandparents and enjoy a variety of cultural and outdoor activities.  The Breningers plan to continue their volunteer broadcasting activities with Nevada City community radio station KVMR-89.5 FM where they produce and host “Old Radio Theater,” a popular program that has aired since 1985.

MCWRA Board of Director Elections; Call for Additional Nominations

On behalf of the MCWRA Governance Committee, there is a call from its executive membership representatives for additional nominations for the MCWRA Board of Director 2015-2016 term.

The Governance Committee: County of Placer Supervisor Jim Holmes, South Tahoe PUD Board member Jim Jones,  Foresthill PUD general manager Hank White, and Grizzly Flats CSD general manager Jodi Lauther.

A Director’s term is two years.  Terms Expiring:

  1. Bill George, Board Member, El Dorado Irrigation District
  2. Delbert Rotelli, Board Member, Tuolumne Utilities District
  3. Art Toy, Board Member, Amador Water District

*All Three members have elected to re-run for the Board of Directors*

The qualifications for Directors include:  (i) active employment with, or representation of, an Executive Member; and (ii) dedication to the purposes of Mountain Counties stated in Article III of the Association Bylaws.  The Board may also consider any other relevant qualifications.

The Nominating Committee has nominated the following people for the next 2015-2016 term.

  2. Delbert Rotelli, Board Member, Tuolumne Utilities District
  3. Art Toy, Board Member,  Amador Water District

Each executive member representative (general manager/CAO) has been solicited for additional nominees.  Any addition nominee selection(s) from the representative are due back to MCWRA (via email) no later than November 18, 2014.

On November 24, 2014, the Executive member general manager or CAO will receive an electronic ballot with a list of the nominees and a request to cast vote for three (3) MCWRA Board members.  The Governance Committee will review the ballots and provide a report at the December 16, 2014 Board of Directors meeting.

Seating of Officers will be at the January 6, 2015, Board of Directors meeting.

MCWRA Member Drought Collaboration – TUD & PG&E

SONORA, CA:

Tuolumne Utilities District and Pacific Gas and Electric Company unite to highlight the collaboration that is needed during the drought in a video produced by PG&E, “Partnering during the Drought.” This two minute video filmed in July, on location at Lyons Reservoir, will be released this week in coordination with PG&E’s Corporate Responsibility and Sustainability Report.

The video highlights how PG&E is effectively managing its hydroelectric resources during California’s drought―working to meet their customers’ energy needs through extensive planning, due diligence and engagement. It features PG&E’s work with the Tuolumne Utilities District as an example of how they work closely with water agencies, first responders and regulatory agencies to help address drought impacts. This includes conserving water in reservoirs so clean, affordable hydropower will be available during peak demand periods.

California Proposition 1, the Water Bond Summary

California Proposition 1, the Water Bond (Assembly Bill 1471), is on the November 4, 2014 ballot in California as a legislatively-referred bond act.  The measure, upon voter approval, would enact the Water Quality, Supply, and Infrastructure Improvement Act of 2014

Alf W. Brandt, Legislative Director for Assemblymember Anthony Rendon provided the following information and a summary of AB 1471.

“In recent weeks, several people have asked if we could provide a brief summary of AB 1471 (Rendon), the 2014 water bond.  Now that the Legislature has adjourned, I have had time to develop the attached summary, which I share with you as one of the many people who have followed the water bond discussions through my e-mails.”

“The water bond that Governor Brown signed, which can be attributed to the work of many people in the Legislature and the Brown Administration, reflects well on the last 15 months of work that Assemblymember Rendon has led in the Assembly.  Mr. Rendon chaired 9 regional water bond hearings by the Water, Parks & Wildlife Committee, from Indio to Eureka, and several other hearings in the Capitol.  The last year has seen the most transparent water bond development process in history.  AB 1471 reflects the concerns of Californians for their water future.  We were proud to be part of that water bond process.”
