Mountain Counties Water Resources AssociationBoard of Directors Extends Three Honorary Life Memberships
MOUNTAIN COUNTIES, Calif. February 27, 2025 – Earlier this month, the Mountain Counties Water Resources Association (MCWRA) Board of Directors had the honor of extending Honorary Life Memberships to three additional individuals of importance to the association. The Honorary Life Membership distinction is a testament to an individual’s impact and unwavering support of MCWRA over the years.
The three new Honorary Life Members include:
John Kingsbury, former Executive Director, MCWRA
Mike Lee, former Director, Placer County Water Agency
Barbara Balen, former Director, Tuolumne Utilities District
John Kingsbury served as MCWRA Executive Director for more than a decade, officially retiring in 2021. Mike Lee and Barbara Balen both served as MCWRA Directors and association Presidents throughout their terms of service.
"We are thrilled to extend Honorary Life Memberships to John Kingsbury, Mike Lee, and Barbara Balen. Their contributions to MCWRA and their dedication to protecting and enhancing the Mountain Counties region’s resources have been invaluable. We are incredibly grateful for their many years of service and look forward to their continued involvement as Honorary Life Members,” said Justin Caporusso, MCWRA Executive Director.

MCWRA serves a total of 50 Executive, Affiliate, and Associate Members across 12 of California’s mountain counties, including Alpine, Amador, Calaveras, El Dorado, Mariposa, Mono, Nevada, Placer, Plumas, Sierra, Tuolumne, and Yuba Counties.
Mountain Counties Water Resources Association Mission is to promote the statewide importance of Sierra Nevada water resources through advocacy and collaboration. Our vision is to be the premiere advocate to influence water policy and protection of the Sierra Nevada watershed. This Mission is realized through strengthening Members’ regional leadership, collaboration, information sharing, issue awareness, education, advocacy, and potential legislative action or legal support.
