Justin Caporusso - Executive Director
Justin Caporusso serves as Executive Director (Independent Contractor) of the Mountain Counties Water Resources Association (MCWRA). In this role, Justin works at the direction of the Board of Directors to realize the mission and vision of the association, and direct execution of the organization's strategic plan.
Justin is a seasoned public affairs professional with experience in association management, and internal & external communications, including media relations, community relations, government relations, stakeholder engagement, and crisis and issues management. With nearly two decades of public affairs and issue advocacy experience, Justin has worked with public and private organizations to develop and execute winning campaigns that deliver sustained results and effective change.

Jason Bryant - Legislative Advocate
Jason Bryant is passionate about working in public policy and has made it a personal mission to take on the most challenging of issues such as climate change policy, energy generation, access to affordable health care, water availability, and advancing the mission and values of California’s agriculture producers.
With more than 20 years of professional expertise in California government and public affairs, Jason Bryant’s experience and client commitment are unparalleled. Rayann La France - Fiscal Manager
Rayann La France has been supporting the MCWRA Executive Director and Board with administrative and accounting, financial, and banking support services since January 2021.
Ms. La France has led office management for over 18 years performing and managing administrative services for a regionally specialized water, energy, and environmental firm in Placerville and Lake Tahoe, CA. She specializes in project team and administrative support, budget control, quality control, and document style design, editing, and production.

Emily Randall
Emily Randall has been supporting the MCWRA Executive Director and Board since May 2024. Mrs. Randall brings 4 years of scheduling experience, event planning, social media management, and legislative knowledge to the Mountain Counties team. Her role focuses on administrative and executive support, event planning, and social media management.
Mrs. Randall graduated Cum Laude from Sacramento State University with a Bachelor of Arts degree in History. Randall has worked for several California State Assemblymembers, including former Assemblyman Frank Bigelow, former Assemblyman Randy Voepel, Assemblyman Phillip Chen, and Assemblyman Joe Patterson.
