Justin Caporusso serves as Executive Director (Independent Contractor) of the Mountain Counties Water Resources Association (MCWRA). In this role, Justin works at the direction of the Board of Directors to realize the mission and vision of the association, and direct execution of the organization's strategic plan. Justin is a seasoned public affairs professional with experience in association management, and internal & external communications, including media relations, community relations, government relations, stakeholder engagement, and crisis and issues management.  With nearly two decades of public affairs and issue advocacy experience, Justin has worked with public and private organizations to develop and execute winning campaigns that deliver sustained results and effective change. 

Justin also serves as President of Caporusso Communications Company, an integrated public affairs consultancy specializing in strategic communications and project management services.  

Jason Bryant is passionate about working in public policy and has made it a personal mission to take on the most challenging of issues such as climate change policy, energy generation, access to affordable health care, water availability, and advancing the mission and values of California’s agriculture producers.

With more than 20 years of professional expertise in California government and public affairs, Jason Bryant’s experience and client commitment are unparalleled. Having a keen understanding of complex issues and challenges, Jason will develop a personalized, winning strategy to achieve policy outcomes that bring credibility and success to position his clients as public policy leaders within California government.

Over the years, Bryant has built lasting coalitions with a wide variety of groups – from organized labor, local government, and employer groups—to advance client interests through some of the most challenging legislative and regulatory environments. His areas of expertise have allowed him to form strong bonds with growing and influential Legislative Caucuses within the State Legislature while also forming personal and professional relationships with the Governor and his senior leadership team. These established relationships afford his clients with the ability to structure policy outcomes, ensuring long-term certainty for his firm’s clients and their goals in California.

Bryant earned his degree in government from California State University, Sacramento while also serving in the Leon Panetta Institute’s Leadership and Public Service Program. Later, he was accepted into the Jesse M. Unruh Assembly Fellowship, one of the most prestigious public policy fellowship programs in the United States.

Rayann La France has been supporting the MCWRA Executive Director and Board with administrative and accounting, financial, and banking support services since January 2021.

Ms. La France has led office management for over 18 years performing and managing administrative services for a regionally specialized water, energy, and environmental firm in Placerville and Lake Tahoe, CA. She specializes in project team and administrative support, budget control, quality control, and document style design, editing, and production. In addition, Ms. La France has extensive experience in project coordination and administration, office administration, budget tracking, spreadsheet and contract preparation, report production, and sub-consultant and vendor coordination. She has exceptional team organization skills that facilitate the efficient integration of deliverables produced by staff, associates, sub-consultants, and clients.

Ms. La France created and maintained a budget tracking system for a homeowners association in South Lake Tahoe with a multi-million dollar budget. Since 2014, she has directly assisted this client's staff with budget reconciliation, updating and supplying monthly detailed budget standings and availabilities related to several allocation and expenditure categories, as well as numerous vendors and consultants.
