Mountain Counties Water Resources Association Announces New Board Directors
MOUNTAIN COUNTIES, Calif. (January 06, 2025) – The Mountain Counties Water Resources Association (MCWRA) is pleased to announce the appointment of four new directors to its Board. The new directors are:
Josh Alpine, Placer County Water Agency Director
Supervisor Jon Messick, Yuba County
Ron Ringen, Tuolumne Utilities District Director
Donna Seaman, Georgetown Divide Public Utility District Director
The new directors were appointed by the MCWRA Board of Directors at its meeting on December 6, 2024. They will each serve a term of four years.
"We are excited to welcome these four outstanding individuals to the MCWRA Board of Directors," said Scott Ratterman, MCWRA President. "They bring a wealth of experience and knowledge to the organization, and we are confident that they will be valuable assets to our team."
The MCWRA Board of Directors is responsible for overseeing the organization's operations and setting its strategic direction. The Board is comprised of nine members, who are appointed by MCWRA's member agencies.
About the New Directors
Josh Alpine is a Director of the Placer County Water Agency. He has been a member of the PCWA Board since 2012. His district stretches eastward from Auburn to Lake Tahoe and the Nevada state line. Mr. Alpine also served ten years on the Colfax City Council, including two terms as mayor. He works as an Electric Transmission System Operator.
Supervisor Jon Messick is a Yuba County Supervisor. He was elected to the Yuba County Board of Supervisors in 2022 and joined Yuba Water Agency's Board of Directors in 2023. His supervisorial district includes Yuba County's foothill communities.
Ron Ringen is a Director of the Tuolumne Utilities District. In 2022, Mr. Ringen was re-elected to his third term on TUD's Board of Directors, and currently serves as vice-chair. He has been a very active participant in MCWRA for some time.
Donna Seaman is a Director of the Georgetown Divide Public Utility District. After previously being appointed to fill a vacancy, Ms. Seaman was elected to the GDPUD Board in 2022 and currently serves as vice-president. Ms. Seaman has had extensive professional experience and held certifications in water and wastewater treatment, hazardous materials handling, and related subjects.
MCWRA serves a total of 50 Executive, Affiliate, and Associate Members across 12 of California’s mountain counties, including Alpine, Amador, Calaveras, El Dorado, Mariposa, Mono, Nevada, Placer, Plumas, Sierra, Tuolumne, and Yuba Counties.
Mountain Counties Water Resources Association Mission is to unite agencies, groups and individuals whose interests include protecting and enhancing Mountain County water resources. This Mission is realized through strengthening Members’ regional leadership, collaboration, information sharing, issue awareness, education, advocacy, and potential legislative action or legal support.
